The primary operational risk of using scaffolding for public or domestic access is the difficulty of meeting UK Building Regulations, specifically Approved Document M (Volume 1 and Volume 2) and Approved Document K.

Additionally, under Approved Document M: Volume 2, Section 1.33, public stepped access must feature a consistent rise of between 150mm and 170mm, and a going of between 280mm and 425mm. Because standard access scaffolding is built on-site using rough boards and metal tubes, adjusting them to achieve these millimetre-precise dimensions over sloping or uneven ground is notoriously difficult.
